How families pay for home care

Most families use a mix of sources. Here's a plain-language guide to each option in California, and how we can help you use them.

Private pay

Most families pay for non-medical home care directly, often sharing the cost among siblings. You pay only for the hours in your care plan, and we give you a written quote before care starts.

Long-term care insurance

Most long-term care policies cover in-home help with daily activities. Check the policy's daily or monthly benefit, the elimination (waiting) period, and whether it requires a licensed agency. We're a California-licensed Home Care Organization and can provide the care plan and records insurers usually ask for.

VA pension with Aid and Attendance

Wartime veterans and surviving spouses who need help with daily activities may qualify for extra monthly pension income. 2026 maximums: $29,093 a year (about $2,424 a month) for a veteran with no dependents, $34,488 a year (about $2,874 a month) with a spouse. The payment is the maximum minus countable income, and ongoing care costs can reduce countable income.

Medi-Cal and IHSS

Medi-Cal's In-Home Supportive Services (IHSS) program pays an individual caregiver for approved hours; it doesn't pay agencies in Orange County. Many families use IHSS hours and add private hours with us for evenings, weekends, backup coverage or anything beyond the county's authorization. Apply through your county social services agency.

Medicare

Medicare doesn't pay for ongoing non-medical care such as bathing, meals or companionship. It does cover short-term skilled home health and hospice when medical criteria are met, and many families pair those services with private home care.

Home equity and other assets

Some homeowners 62 and older use a reverse mortgage or home equity line to pay for care at home. Talk with a HUD-approved counselor and your financial advisor first. Life insurance policies with long-term care riders or accelerated benefits may also help.

Tax benefits

Care costs for a parent you support may qualify for a dependent care account or medical expense deduction. Ask your tax professional what applies to your family.

Is there a cost for the in-home assessment?

No. It's complimentary, with no cost and no obligation. We'll visit, learn about your loved one, and give you a written care plan and quote.

Does Medicare pay for home care?

Not for ongoing non-medical care. Medicare covers short-term skilled home health and hospice when criteria are met.

Can we use VA benefits with Felt Home Care?
